Tender Alert: £560m Metropolitan Police Building Works Framework Opens for Bids


The Mayor’s Office for Policing and Crime (MOPAC) and Metropolitan Police Service (MPS) have launched procurement for a new £560m Building Works Framework covering construction, refurbishment, M&E, security and specialist estate projects across the Metropolitan Police estate.


The framework will become the primary procurement vehicle for capital build and refurbishment programmes across the Met’s property portfolio and is expected to generate significant opportunities for contractors and specialist suppliers between 2027 and 2032.

Scope of Works

The framework will support a wide range of construction and estate projects, including:

  • Building alterations and extensions

  • Decoration and finishes

  • Mechanical and electrical installations

  • Public health engineering

  • Security systems

  • CCTV and access control

  • Demolition and enabling works

  • Asbestos removal

  • New build projects

  • Building fabric repairs

  • Facilities management works

  • Specialist engineering services


Works will primarily be delivered across London, with some opportunities extending nationally in support of specialist policing and counter-terrorism operations.

Lot A – Minor Works up to £2m

Value: £202m

Projects typically valued between £500k and £1m, including refurbishment, maintenance and capital works within operational police buildings.


Lot B – Major Works up to £20m

Value: £167m

Large-scale refurbishments, redevelopments and complex construction projects.


Lot C – Mechanical & Electrical

Value: £45m

M&E projects, engineering upgrades and planned maintenance works.


Lot D – Operational Support & Dangerous Structures

Value: £5m

Emergency response, dangerous structures and operational support requirements.


Lot E – Security Systems Design & Build

Value: £35m

CCTV, access control, intruder detection and associated infrastructure.


Lot F – FM M&E and Building Fabric Works

Value: £27m

Smaller M&E and building fabric projects, reactive works and planned maintenance.


Lot G – HVAC

Value: £5m

Heating, ventilation and air conditioning installations and upgrades.


Lot H – Forensic Laboratory Services

Value: £5m

Specialist laboratory environments and clean room works.


Lot I – Uninterruptible Power Systems (UPS)

Value: £5m

UPS installations, upgrades and replacement works.
