Procurement for Housing launches £1.54bn national materials framework


Procurement for Housing has launched a £1.54bn national framework covering the supply of building, construction, heating, electrical and renewable materials to the social housing and wider public sector.


The four-year PfH Materials Supply Framework is expected to run from 1 April 2027 to 31 March 2031 and will be available to local authorities, social landlords, registered providers and other public sector bodies across the UK.


The framework has an estimated value of £1.538bn excluding VAT and is divided across 16 lots, covering both national and region-specific supply arrangements.


Key categories include plumbing, heating and gas materials, electrical products, general building materials, aids and adaptations, renewable materials, kitchens and managed supply solutions.


The largest individual lot is Managed Solutions, valued at £500m, covering managed stores and managed service supply routes.



Other major lots include:

  • £150m Renewable Materials

  • £150m On Demand Supply

  • £100m Plumbing, Heating & Gas – National

  • £100m National Consortia for Independent Merchants

  • £100m Responsive Kitchen Materials

  • £75m Electrical

  • £75m Building Materials – National


Separate regional lots have also been created for Scotland and Wales across plumbing, heating, electrical and building material categories.


The renewable materials lot covers products associated with retrofit and low-carbon upgrades, including solar technology, heat pumps, energy meters, battery charging equipment and related systems.


Suppliers appointed to the framework may receive work through either direct award or further competition.


Tender evaluation varies by lot, with most contracts weighted either 60% quality / 40% price or 70% quality / 30% price.


Tender submissions close on 9 October 2026, with framework awards expected in December 2026.
