EEM launches £800m fire safety and remediation framework

Efficiency East Midlands has launched procurement for a new £800m fire safety and building remediation framework covering public sector buildings across the UK.

The four-year agreement is expected to start in February 2027 and will replace EEM’s existing framework when it expires later this year.

Up to 80 supplier places are available across 10 lots covering major remediation works, fire safety consultancy and the supply and installation of fire doors.

The two largest lots cover fire safety and building remediation works in the Midlands and nationally, each valued at £292m.

Works will include external wall and façade remediation, cladding replacement, cavity barriers, fire doors, intrusive surveys and wider refurbishment.

The framework will also support projects requiring compliance with the Building Safety Act, including higher-risk building works, Gateway 2 and Gateway 3 submissions and Golden Thread information.

Active fire systems including alarms, sprinklers, smoke control systems, evacuation alert systems, risers and fire dampers may also be called off through the framework.

Consultancy services will include fire strategies, risk assessments, compartmentation surveys, cladding surveys, EWS1 forms and fire engineering.

The framework will be available to councils, housing associations, NHS bodies, emergency services, schools and universities.

Bids will be evaluated on 50% quality, 40% price and 10% social value.

The tender deadline is 28 October 2026, with appointments expected in January 2027 ahead of the framework going live the following month.
