Places for People launches £294.8m national groundworks framework



Places for People Group has launched procurement for a £294.8m national groundworks framework, creating opportunities for contractors across England and Scotland over the next four years.


The framework will support Places for People and PfP Developments, covering groundworks packages for new residential developments across 13 regional lots.


Up to 78 contractors will be appointed, with a maximum of six suppliers per lot. Suppliers can bid for multiple regions, with no limit on the number of lots they may secure.



The framework covers a broad range of infrastructure and enabling works, including:


  • Site clearance and preparation

  • Earthworks and cut & fill

  • Excavation and trenching

  • Foundations and substructures

  • Roads, sewers and drainage

  • Utilities and service installations

  • External works

  • Temporary groundworks

  • Retaining structures


Regional lots span the North West, Yorkshire, West Midlands, East Midlands, South East, East Anglia, South West, Greater London and Scotland, with the largest allocation covering Greater London (£45.4m), followed by the South West South (£36m) and East Anglia/Northern Home Counties (£34.8m).


The framework is scheduled to commence in September 2026 and run until September 2030.


Interested contractors must demonstrate a minimum annual turnover of £10m for Lots 1-10 and £5m for the Scottish lots.


Tender submissions close on 28 July 2026, with Places for People expecting to award the framework in August 2026.
