Network Rail preparing £11.1m concrete bearer supply framework

Network Rail has published an advance pipeline notice for a new framework agreement covering the manufacture and supply of concrete bearers across the UK rail network.

The framework carries an estimated value of approximately £11.1m and is expected to run for five years from March 2027 through to March 2032.

The procurement will establish a long-term supply framework supporting Network Rail’s ongoing rail infrastructure maintenance and renewal programmes.

Framework overview

The proposed framework will cover:

  • manufacture of concrete bearers

  • supply and distribution requirements

  • rail infrastructure support materials

  • long-term framework delivery arrangements

The procurement falls under the utilities regime and is expected to formally enter the market in July 2026.

ConstructNet Intelligence Overview

Concrete bearer and sleeper frameworks form a critical part of wider rail renewals, maintenance and track infrastructure programmes across the UK network.

Frameworks of this nature may create opportunities across:

  • concrete manufacturing and precast supply

  • rail materials and logistics

  • infrastructure distribution services

  • rail maintenance supply chains

  • specialist transport and handling providers

  • associated rail civils and permanent way sectors

The early pipeline publication also provides suppliers with additional time to prepare for engagement ahead of the anticipated tender release later this summer.

With CP7 investment activity continuing across the rail sector, long-term materials and infrastructure supply frameworks remain a key area of procurement activity for suppliers operating within the rail market.

Put this one in your diary for tender release if you can supply! Not one to be missed out on.
