Costain Awarded Contract for £122m Norfolk Road Scheme Supporting 4,000 New Homes

Costain has been appointed to deliver the new West Winch Housing Access Road near King’s Lynn, a major infrastructure project that could unlock the delivery of up to 4,000 new homes across Norfolk.

The £122m scheme received planning permission in autumn 2025 and forms a key part of the wider West Winch Strategic Growth Area.

The new road will connect the A47 with the A10 and is designed to support significant residential and commercial growth in the area. Once completed, the route will become part of the A10.

In addition to the new link road, the contract includes the construction of new roundabouts to serve future housing developments, dualling of a section of the A47, and the delivery of new walking and cycling infrastructure.

Plans for the wider growth area include up to 4,000 homes, new primary schools, healthcare facilities, commercial space and community amenities.

Costain will now work alongside Norfolk County Council to finalise detailed designs ahead of construction, which is expected to commence in 2027, subject to final business case approval and funding arrangements.
