Pagabo launches £1.5bn public sector construction framework

Pagabo has announced plans to procure a new £1.5bn framework for public sector construction projects across the UK, with the agreement due to commence in January 2027.
The National Framework for Medium Works will run for four years and be managed by Pagabo on behalf of The Education Alliance.
Procured under the Procurement Act 2023, the framework will cover building and infrastructure projects valued at up to £15m, enabling public sector organisations to appoint contractors without undertaking a separate full tender process.

The framework will be divided into five regional lots, designed to increase opportunities for regional contractors and strengthen local supply chains.
Projects will be allocated to qualifying regional or national contractors based on their size, value and complexity.
The invitation to tender is scheduled to be issued on 1 September 2026, with the new framework replacing the current Medium Works agreement when it expires next year.
According to Pagabo, previous iterations of the framework have supported more than 300 projects with a combined value of £658m.
The five value bands are:
Up to £500,000
£500,000 – £1m
£1m – £4m
£4m – £8m
£8m – £15m
