Winvic Appointed to Deliver Waterbeach Station Haul Road Under Eastern Highways Alliance Framework

Winvic Construction Ltd has been appointed by the Greater Cambridge Partnership to deliver the Waterbeach railway station haul road, marking the contractor’s first project awarded under the Eastern Highways Alliance Framework (EHF4).
The project forms part of early enabling works supporting the future Waterbeach railway station and the wider development of the new town of Waterbeach in Cambridgeshire.
Framework and Project Overview
The £800 million Eastern Highways Alliance Framework, managed by Central Bedfordshire Council, brings together ten local authorities across the eastern region to procure highway and infrastructure works through a collaborative delivery model.
Winvic secured the contract through a competitive mini-competition under Lot 1 of the framework, with the scheme valued at approximately £3 million.
Construction began in November 2025, with works scheduled to complete in summer 2026 under an NEC4 Option A contract.
Key Infrastructure Works
The project involves the construction of a 3.1km haul road, designed to provide construction access for the next phase of works, enabling Spencer Group to begin building the new railway station.
The route will include:
830 metres using the existing former airfield taxiway as a base within the Urban & Civic development site
2.3km of newly constructed carriageway across the wider Waterbeach development area
Once complete, the road will feature:
A 3.75m-wide single carriageway with passing bays along farmland sections
A 7m-wide carriageway along the existing taxiway route
Drainage infrastructure and fencing throughout the scheme
Construction and Engineering Approach
The scheme will include a significant programme of earthworks and utilities protection, with Winvic planning to reuse surplus site material for level adjustments, bund creation and drainage excavations.
The contractor is also exploring value-engineering opportunities to reduce material use, costs and carbon emissions where possible.
Due to the site’s previous use as a former army barracks, the project will also involve archaeological monitoring and unexploded ordnance (UXO) risk management.
Supporting Future Development
The haul road is a key enabling element supporting the wider infrastructure programme for the area, which includes a new railway station, transport hub, busway and greenway routes.
These improvements are expected to support new housing development and improved transport connectivity for the growing community in Waterbeach.
Winvic will also deliver a range of social value initiatives as part of the framework commitments, including employment opportunities, apprenticeships and collaboration with local supply chain partners, SMEs, education providers and community organisations.
