Westminster City Council has launched a major procurement programme covering responsive repairs, voids and planned major works across its 21,000-home housing portfolio.
The programme has an estimated total value of £746 million and forms part of the Council's wider strategy to re-procure a series of long-term housing maintenance and capital works contracts currently delivered through existing Term Partnering Contracts.
The procurement is being delivered under the Procurement Act 2023 using a Competitive Flexible Procedure and will form part of a new Strategic Alliance Agreement based on the FAC-1 Framework Alliance model.

ConstructNet Opportunity Analysis
This procurement represents one of the most significant housing maintenance and major works opportunities currently active within the UK social housing sector.
Beyond the primary contractor opportunities, the programme is expected to generate extensive supply chain opportunities throughout the contract lifecycle.
Potential opportunities may emerge for:
Roofing contractors
M&E contractors
Lift specialists
Heating contractors
Joinery contractors
Planned maintenance specialists
Refurbishment contractors
Scaffolding providers
Resident liaison providers
Damp & mould specialists
Drainage contractors
Fire safety contractors
Building materials suppliers
Plant hire companies
Waste management providers
The scale of Westminster's housing stock, combined with the proposed 10-year contract duration, provides long-term visibility for contractors and suppliers operating within the housing maintenance, refurbishment and asset management sectors.
The forthcoming Planned Preventative Works Framework and specialist maintenance contracts may also present additional opportunities for businesses unable to participate directly in the primary contracts.
