Westminster City Council Launches £746m Housing Repairs and Major Works Procurement Programme

Westminster City Council has launched a major procurement programme covering responsive repairs, voids and planned major works across its 21,000-home housing portfolio.


The programme has an estimated total value of £746 million and forms part of the Council's wider strategy to re-procure a series of long-term housing maintenance and capital works contracts currently delivered through existing Term Partnering Contracts.


The procurement is being delivered under the Procurement Act 2023 using a Competitive Flexible Procedure and will form part of a new Strategic Alliance Agreement based on the FAC-1 Framework Alliance model.


Project Overview

Westminster City Council manages one of London's largest and most complex housing portfolios comprising:


  • Approximately 21,000 residential properties

  • 145 high-rise residential buildings

  • 43% leasehold properties

  • 57% tenanted homes

  • 41% of housing stock located within conservation areas

  • 17% listed buildings


The Council is restructuring its housing maintenance and major works delivery model and intends to establish a strategic alliance of contractors responsible for maintaining and improving the housing estate over the coming decade.
