A major consultancy opportunity has been released by the University of Wales Trinity Saint David Group, in partnership with Pembrokeshire College, with the launch of a £15 million framework for capital development professional services.
The framework is designed to support a long-term pipeline of projects across the estate, spanning nearly 8 years.
📊 Framework overview
Total value: £15m
Duration: Up to 8 years (to 2034)
Suppliers: Up to 6 per lot (max 42 total)
Procurement route: Open procedure under the Procurement Act 2023
The framework will operate as an open framework, allowing new suppliers to join at key intervals during its lifecycle.
🏗️ Lots available
The framework is split across seven key consultancy disciplines:
Project & Programme Management (incl. Lead Consultant)
Quantity Surveying / Cost Consultancy
Building Surveying (Condition & Lifecycle)
Architecture & Design
M&E / Building Services Consultancy
Principal Designer / H&S Consultancy
Structural Engineering
Consultants can bid for one or multiple lots, depending on capability and capacity.
🔧 Scope of services
Successful consultants will support the full lifecycle of capital projects, including:
Feasibility and option appraisals
Design and technical development
Cost planning and value engineering
Programme and stakeholder management
CDM and compliance
Construction-stage support and delivery
The framework will underpin a wide range of estate and development projects across education facilities.
⚙️ How the framework will operate
Call-off contracts will be awarded via:
Direct award (rotation)
Mini-competition
Desktop exercises for urgent requirements
👉 Direct awards are expected for lower-risk commissions
👉 Mini-competitions for larger, more complex projects
This creates consistent opportunity flow across the framework term.
📅 Key deadlines
Enquiry deadline: 17 April 2026
Tender submission deadline: 24 April 2026
Submissions must be made via the Sell2Wales portal.
🚀 What this means for consultants
This is a high-value, long-term framework offering repeat work across multiple disciplines.
Key advantages 👇
👉 Up to 8 years of pipeline visibility
👉 Multiple routes to win work (not just mini-comp)
👉 Opportunity to secure a position across several lots
With a 70% quality weighting, strong technical submissions will be critical.
📈 Early positioning matters
Frameworks like this shape delivery pipelines for years.
👉 Get on = access to long-term work
👉 Miss out = locked out until reopening points
For SMEs in particular, the ability to join later in the framework lifecycle provides an additional opportunity — but early entry remains the strongest position.
