University of Wales Trinity Saint David launches £15m multi-disciplinary consultancy framework

A major consultancy opportunity has been released by the University of Wales Trinity Saint David Group, in partnership with Pembrokeshire College, with the launch of a £15 million framework for capital development professional services.


The framework is designed to support a long-term pipeline of projects across the estate, spanning nearly 8 years.

  • Total value: £15m

  • Duration: Up to 8 years (to 2034)

  • Suppliers: Up to 6 per lot (max 42 total)

  • Procurement route: Open procedure under the Procurement Act 2023


The framework will operate as an open framework, allowing new suppliers to join at key intervals during its lifecycle.

  1. Project & Programme Management (incl. Lead Consultant)

  2. Quantity Surveying / Cost Consultancy

  3. Building Surveying (Condition & Lifecycle)

  4. Architecture & Design

  5. M&E / Building Services Consultancy

  6. Principal Designer / H&S Consultancy

  7. Structural Engineering


Consultants can bid for one or multiple lots, depending on capability and capacity.


🔧 Scope of services


Successful consultants will support the full lifecycle of capital projects, including:


  • Feasibility and option appraisals

  • Design and technical development

  • Cost planning and value engineering

  • Programme and stakeholder management

  • CDM and compliance

  • Construction-stage support and delivery


The framework will underpin a wide range of estate and development projects across education facilities.

Call-off contracts will be awarded via:


  • Direct award (rotation)

  • Mini-competition

  • Desktop exercises for urgent requirements


👉 Direct awards are expected for lower-risk commissions

👉 Mini-competitions for larger, more complex projects
