Transport for London has confirmed contractor appointments to its major Infrastructure Improvement Framework, a programme valued at up to £700m supporting multi-disciplinary infrastructure and construction projects across London.
The framework will support the delivery of a broad range of transport and infrastructure works including early contractor involvement, design, construction and associated engineering services throughout the TfL estate and wider transport network.
The three successful framework contractors are:
Amey
Costain
Dragados
The framework is scheduled to commence in June 2026 with an initial two-year term and options to extend through to 2030.
Framework scope
The Infrastructure Improvement Framework will cover:
multi-disciplinary infrastructure projects
civil engineering and construction works
electrical and mechanical installations
communications infrastructure
design and engineering services
urban planning and landscape works
early contractor involvement and project delivery support
TfL has confirmed projects will primarily be allocated through direct award workbanks, while retaining the ability to run mini-competitions for selected packages.
ConstructNet Intelligence Overview
The framework represents one of the more significant recently confirmed public infrastructure delivery programmes within London’s transport sector.
Frameworks of this scale typically create substantial downstream opportunities across:
civils and groundworks
highways and transport infrastructure
M&E installation
rail and communications systems
utilities and drainage
temporary works and logistics
specialist subcontracting and engineering support
The inclusion of early contractor involvement and design capability also signals continued emphasis on integrated infrastructure delivery models across major public sector programmes.
The long-term structure of the framework may additionally provide contractors and suppliers with improved visibility over TfL’s future infrastructure investment pipeline across the capital.
