Morgan Sindall appointed on Oxford city centre refurbishment scheme for The Crown Estate


Morgan Sindall Construction & Infrastructure has been appointed by The Crown Estate under a Pre-Construction Services Agreement (PCSA) for the refurbishment of 1–12 Magdalen Street in Oxford.


The appointment follows a competitive procurement process, with Morgan Sindall selected to support the project through the pre-construction phase before progressing to the main works contract, subject to successful completion of design development and cost planning activities.


The contract was awarded on 29 May 2026 and is expected to run from June 2026 through to June 2029.


Project Overview


The Crown Estate is bringing forward the refurbishment of 1–12 Magdalen Street, a prominent city centre asset located within Oxford's historic commercial core.

The project is being delivered via a two-stage Design & Build procurement route, with Morgan Sindall initially appointed under a PCSA to provide:


  • Design development support

  • Cost planning and value engineering

  • Programme development

  • Construction methodology planning

  • Pre-construction management services


Following completion of the PCSA stage, Morgan Sindall is expected to enter into a JCT Design & Build contract to undertake the main refurbishment works.
