Formation Design & Build Ltd has been selected by the London Borough of Tower Hamlets for the delivery of the Caxton Grove Main Works contract.
The £17 million development will deliver a new part seven-storey, part nine-storey residential building providing 36 affordable homes alongside a replacement community centre and significant public realm improvements in Bow, East London.
The award decision was made on 29 May 2026 following an open procurement process, with contract execution expected following the completion of the standstill period. The project is expected to be delivered between June 2026 and December 2028.
Project Overview
The Caxton Grove scheme forms part of Tower Hamlets' wider affordable housing delivery programme and will regenerate the existing Caxton Grove Community Centre site and adjoining land.
The development will provide:
36 new affordable homes
A replacement community centre
Improvements to Four Seasons Green public open space
New play facilities and landscaping
Highways and accessibility improvements
Biodiversity enhancements
The approved scheme will replace the existing community centre and adjacent ball court with a new mixed-use development incorporating residential accommodation above a larger and more modern community facility.
Planning consent for the development was granted by Tower Hamlets Council in 2024, with the scheme receiving support due to the delivery of 100% affordable housing alongside improved community infrastructure and public realm enhancements.
