Developer Sought for £220m London Wholesale Markets Redevelopment


The Greater London Authority (GLA) has launched the search for a development partner to deliver a major £220m redevelopment that will relocate London’s historic Billingsgate Fish Market and Smithfield Meat Market to the Royal Docks.


The successful development partner will work alongside the City of London Corporation to deliver approximately 300,000 sq ft of modern wholesale market facilities on the 25-acre Albert Island site in Newham.


The project will include new market buildings, supporting commercial accommodation, enabling infrastructure and site servicing works, with the appointment expected to commence in April 2027 for a 10-year term.


The redevelopment forms part of wider plans to relocate the two iconic markets from their existing central London locations, unlocking significant regeneration opportunities across the capital.


Beyond the wholesale markets, Albert Island already benefits from planning consent for approximately 750,000 sq ft of industrial and logistics development, together with a new boatyard, creating one of East London’s largest regeneration opportunities.


The relocation will also enable the transformation of the existing market sites. Smithfield Market is earmarked for redevelopment into a major cultural and commercial destination alongside the London Museum, while the current Billingsgate Market site is expected to accommodate around 4,000 new homes and a new pedestrian and cycle bridge.


The new wholesale market will also incorporate a dedicated food school, providing training facilities for future butchers, fishmongers and fruiterers.


Developers and investor consortia have until 6 July 2026 to submit expressions of interest ahead of the formal procurement process.
