City of London launches £35m Golden Lane Estate refurbishment tender

The City of London Corporation has launched a £35.1 million tender to appoint a main contractor for a major refurbishment and building safety programme at Crescent House on the Grade II* listed Golden Lane Estate.

The contract will deliver extensive improvements to the occupied residential building, including fire safety upgrades, M&E replacement, window improvements, roof and façade repairs, drainage works and communal area refurbishments, alongside measures to improve energy efficiency and regulatory compliance.

The scheme will be delivered in three phases comprising Pre-Construction Services, Enabling Works and Main Works, with the successful contractor required to manage the project while residents remain in occupation. The programme will also involve resident decants, stakeholder engagement and support for Building Safety Regulator approvals.

The contract is expected to run from April 2027 to March 2031, although progression into the Main Works phase will remain subject to approval following the pre-construction and enabling works stages.

Interested contractors have until 3 August 2026 to submit requests to participate, with up to five suppliers expected to be shortlisted before progressing to the tender stage.

The project forms part of the City of London’s continued investment in upgrading existing residential buildings, reflecting the growing focus on building safety, heritage refurbishment and decarbonisation across the UK’s housing stock.
