City of London launches £35m Crescent House refurbishment tender

The City of London Corporation has launched a £35.1 million tender to appoint a main contractor for major refurbishment and building safety works at Crescent House on the Golden Lane Estate.
The Grade II* listed residential block will undergo a wide-ranging programme of improvements, including new windows, M&E replacement, fire safety upgrades, roof and façade repairs, drainage works and refurbishment of communal areas.
The project will be delivered in three stages covering pre-construction services, enabling works and the main construction phase. Crescent House will remain occupied throughout, requiring phased delivery, resident decants and close engagement with tenants and other stakeholders.

The successful contractor will also support the approvals process with the Building Safety Regulator, reflecting the building’s classification as a higher-risk residential property.
The contract is expected to run from April 2027 to March 2031, although the City of London will retain the option to decide whether the full main works package proceeds after the pre-construction and enabling phases.
Up to five contractors will be shortlisted through the competitive procurement process, with requests to participate due by 3 August 2026 and an award decision expected in February 2027.
The tender forms part of the wider renewal of the Golden Lane Estate and reflects growing investment in the safety, energy performance and long-term future of listed residential buildings across London.
