Castle Point launches £12.8m temporary accommodation development tender


Castle Point Borough Council has launched a £12.8m design and build tender for a new temporary accommodation development in Thundersley, Essex.


The scheme will see an experienced contractor appointed to complete the design from RIBA Stage 3 Plus, before delivering construction, testing, commissioning, certification and handover of the completed development.


The contract also includes responsibility for statutory compliance, utility diversions, abnormal connection upgrades and any additional planning work arising from design development or value engineering proposals.


Construction is expected to run from August 2027 to December 2029, with the contract award currently scheduled for February 202.



The procurement is being delivered through a Competitive Flexible Procedure, with the initial tender stage used to shortlist the three highest-scoring bidders before dialogue and final tender stages.


Bids will be assessed on a 60% price and 40% quality basis, with quality criteria covering site logistics and buildability, programme, value engineering, supply chain management and social value.


The tender submission deadline is 21 September 2026.
