£15m contract awarded for major refurbishment of Medway Council headquarters


A £15 million contract has been awarded to upgrade and modernise Gun Wharf, as part of a wider £22 million refurbishment programme.


Medway Council has appointed Apex Contractors Ltd to deliver the works, which will transform the headquarters into a modern, multi-use space for both council operations and community use.


🏗️ Major upgrade and modernisation works

The project will include:

• A new council chamber

• Creation of meeting and conference spaces

• A self-service café

• Dedicated wellbeing areas

The refurbishment will also address structural issues linked to reinforced autoclaved aerated concrete (RAAC), which previously forced parts of the building to close.


As a Grade II listed building, the scheme presents additional challenges, requiring careful management to balance heritage preservation with modernisation.


⚡ Energy efficiency and infrastructure improvements


Alongside internal upgrades, the project will deliver:

• New windows

• Updated electrical systems

• Improved overall energy efficiency

Some interiors will also be refreshed for the first time in decades, bringing the building in line with modern workplace standards.



📍 Future-proofing for local government changes

Despite plans for local government reorganisation by 2028, the redevelopment is expected to position the site as a potential headquarters for a future authority in North Kent.


The upgrades aim to create a fit-for-purpose civic building, supporting both administrative functions and wider community use.


📅 Project timeline

Construction is scheduled to begin on 18 May, with the first phase expected to complete by the end of the year.
