Crown Commercial Service has launched plans for a £120 billion Construction Works and Associated Services framework, incorporating the next iteration of ProCure24.
Designed as a Pan-Government collaborative agreement, the framework will be accessible to central government departments and the wider public sector, including local authorities, NHS bodies, education providers, defence, and infrastructure organisations across the UK and internationally.
With an 8-year term (2027–2035), this is set to become one of the most influential procurement vehicles in the UK construction market.
🏗️ Scope of the framework
The agreement covers construction works and associated services across a huge range of sectors and project types, structured into 7 core lots:
🏢 Lot 1 – General Construction
Covers full lifecycle delivery of built environment projects, split by value bands:
< £5m (regional sub-lots UK-wide)
£5m–£20m
£20m–£40m
£40m–£100m
£100m–£250m
£250m+
🌉 Lot 2 – Civil Engineering & Infrastructure
Includes:
Infrastructure delivery
Associated building works
Demolition (dedicated sub-lot)
Same value band structure as Lot 1
🧱 Lot 3 – Offsite & MMC Solutions
Focus on modern construction methods including:
Offsite manufacture
Hire solutions
Sector-specific delivery (health, defence, education, justice)
🏥 Lot 4 – ProCure24 (Healthcare)
England-only delivery route aligned to healthcare estates:
< £50m
£50m–£150m
£150m+
🪖 Lot 5 – Defence
Specialist delivery including:
General defence projects
Maritime & airfields
Nuclear and high-security works
US Visiting Forces (USVF) requirements
🌍 Lot 6 – International
Supports UK government and public sector projects delivered overseas
⚛️ Lot 7 – Nuclear
Dedicated lot for nuclear-related construction and infrastructure
📍 National & regional coverage
The framework is fully regionally structured, covering:
England (all regions)
Scotland (split north/south)
Wales
Northern Ireland
UK-wide delivery bands for major projects
This allows contractors of all sizes to target:
👉 Local work under £5m
👉 Regional frameworks up to £40m
👉 National mega-projects £100m+
🚀 Why this matters
This isn’t just another framework.
It will:
Replace and evolve existing government construction routes
Act as a go-to procurement vehicle across the entire public sector
Provide long-term pipeline visibility (8 years)
Open the door for SMEs through regional sub-lots
Drive adoption of MMC, net zero and modern delivery models
For contractors, consultants, and supply chain businesses, this is a must-track opportunity that will shape public sector work for the next decade.
