£100m contract up for grabs at flagship One Horton Heath development


Eastleigh Borough Council has launched the search for a design and build contractor to deliver a £100 million housing package at its flagship One Horton Heath development in Hampshire.


The contract covers the Upper Acre parcel of the 310-acre mixed-use scheme and will deliver 424 mixed-tenure homes, alongside roads, utilities, landscaping, public open space and supporting infrastructure.


The package represents the second residential phase of the wider 2,500-home One Horton Heath masterplan, which will also include a new local centre, primary school, employment space and community facilities.



The first housing phase is already under construction, with Wates delivering 381 homes at the neighbouring Lower Acre parcel.


Planning permission for the latest phase was secured earlier this year, while key infrastructure works serving the wider development have already been completed or are currently underway, allowing the next housing package to progress.


The council intends to appoint a contractor in January 2027, with construction expected to begin the following month. The first homes are scheduled for completion in September 2027, with the final homes due to be handed over by May 2030.


The project represents one of the largest local authority housing opportunities currently available in the UK and is expected to generate significant work across groundworks, civil engineering, infrastructure, utilities, housing construction, M&E, landscaping and the wider residential supply chain.
