Pagabo launches £4.2bn civils mega-framework under YPO partnership

Pagabo has launched a major new £4.2bn national civils and enabling works framework in partnership with the Yorkshire Purchasing Organisation (YPO), creating a significant new route to market for contractors across the UK.
The four-year framework consolidates existing infrastructure and demolition agreements into a single, expanded vehicle covering civils, rail, highways, energy and full enabling works.
It marks the first major pipeline release under a new 10-year strategic partnership between Pagabo and YPO, designed to streamline procurement and align with the rollout of the Procurement Act 2023.
Contractors are now being put on alert ahead of the formal invitation to tender, expected on 4 May. Framework awards are scheduled for September, with the agreement set to run through to 2030.
The framework will be structured across 13 lots, spanning key sectors including highways, rail, water, aviation, maritime and specialist infrastructure. A further four lots will cover enabling works such as demolition, remediation and groundworks.
Each lot will be divided across 11 UK regions, providing opportunities for both national contractors and regional specialists to secure a place on the framework.
Acting as procurement agent for YPO, Pagabo said the framework aims to simplify access to complex infrastructure and site preparation packages, offering clients a single, streamlined procurement route.
The framework will be open to public sector organisations, charities and selected private sector bodies, positioning it as a key delivery vehicle for major infrastructure programmes over the coming years.
The move comes as both organisations look to address long-standing challenges around fragmented procurement routes and delivery bottlenecks, while capitalising on continued public sector investment in infrastructure.
