Outer Dowsing Offshore Wind Farm secures development consent

A major step forward has been achieved for one of the UK’s significant renewable energy projects, with development consent granted for the Outer Dowsing Offshore Wind Farm.


The scheme, led by GTR4 Limited — a joint venture between TotalEnergies, Corio Generation and Gulf Energy Development — has received approval from the Secretary of State, unlocking the next phase of delivery.



Located approximately 54km off the Lincolnshire coast, the project will include:


  • up to 100 offshore wind turbines

  • offshore substations and platforms

  • export cables connecting to landfall at Wolla Bank

  • an onshore substation at Surfleet Marsh


Once operational, the development is expected to generate up to 1.5GW of renewable energy, making a significant contribution to the UK’s offshore wind targets and wider net zero ambitions.


Construction could begin as early as 2027, with first power targeted for 2030.


The project has progressed through the Nationally Significant Infrastructure Project (NSIP) process, with support from the Marine Management Organisation and collaboration across multiple stakeholders to address environmental and technical considerations.


With consent now secured, the focus will move towards detailed design, procurement and delivery — creating opportunities across the supply chain as the project progresses.
