Mott MacDonald and WSP Appointed for Pioneer Park Masterplan Near Sellafield

Engineering consultancies Mott MacDonald and WSP have been appointed by Britain’s Energy Coast Business Cluster (BEC) to deliver the site masterplan and Programme Management Office (PMO) for Pioneer Park, a major clean energy and economic development opportunity in West Cumbria.


The proposed development will focus on land surrounding the Sellafield nuclear complex and will explore development opportunities across more than 400 acres of land owned by the Nuclear Decommissioning Authority.


Nationally Significant Development Opportunity


First announced by the UK government in 2025, Pioneer Park is intended to unlock new investment and economic growth in the region while supporting the long-term future of the local economy.


The programme aims to diversify West Cumbria’s economic base, reducing reliance on nuclear decommissioning activities while creating new opportunities in clean energy, advanced infrastructure and digital industries.


The area around Sellafield is already one of the most significant nuclear locations in the world, and the development seeks to build on this expertise to create a new hub for energy innovation and industrial investment.


Masterplanning and Programme Delivery


Under the appointment, Mott MacDonald and WSP will lead the masterplanning and programme management of the development.


Working alongside BEC, the Nuclear Decommissioning Authority, Sellafield Ltd and Cumberland Council, the consultancies will help shape the long-term vision and delivery structure for Pioneer Park.


Their responsibilities include:


  • Preparing the overall site masterplan

  • Establishing the programme management office (PMO)

  • Coordinating governance and project controls

  • Developing a clear delivery pathway for the development


The work will focus on ensuring the project is investable, consentable and deliverable, while maximising social, economic and environmental benefits for the surrounding communities.


Supporting the Clean Energy Transition


Pioneer Park is expected to support a range of clean energy and infrastructure opportunities, potentially including advanced nuclear technologies, energy infrastructure and data-centre development.


The programme aims to position West Cumbria as a key location within the UK’s evolving clean energy economy while supporting skills development, supply-chain growth and long-term employment opportunities across the region.
