GRAHAM Appointed to Progress Hereford Bypass Scheme Under PCSA

Infrastructure contractor GRAHAM has been appointed by Herefordshire Council to undertake initial works on the Hereford Bypass scheme, marking a significant step forward for the long-planned transport project.
The appointment was made through the Pagabo Civils and Infrastructure Framework, with GRAHAM securing a Pre-Construction Services Agreement (PCSA) following a competitive tender process.
Early Development and Design Phase
Under the PCSA, GRAHAM will carry out detailed design and technical development work ahead of the main construction phase, working closely with the council and project partners to refine the scheme.
Engineering consultancy AtkinsRéalis has been appointed as the multi-disciplinary design partner, delivering detailed design services including highways, civil, structural and environmental engineering.
Construction of the bypass is currently anticipated to begin in December, subject to further approvals and procurement processes.
Phase One Infrastructure Works
Phase one of the scheme will deliver a 3.6km single carriageway linking the A49/Ross Road–Rotherwas Access Road roundabout with the A465 Abergavenny Road, with a further connection to the B4349 Clehonger Road.
The route will include several major structures and underpasses, including a bridge over the Hereford–Newport railway line, an important corridor connecting the Midlands with South Wales.
Improving Connectivity and Reducing Congestion
The Hereford Bypass aims to relieve congestion across southern Hereford, diverting traffic away from busy urban roads and improving journey reliability across the region.
The project will also enhance access to the Hereford Enterprise Zone, supporting economic development by improving transport links between the A465 and key employment areas.
Environmental and Sustainability Measures
Environmental considerations form a key part of the project design, with plans including:
Wildlife crossings
Sustainable drainage systems
Habitat creation
Hedgerow planting
Landscape mitigation measures
These initiatives aim to support biodiversity while minimising environmental impacts as the infrastructure is developed.
Project Timeline
Phase one of the Hereford Bypass is expected to complete by the end of 2028 as part of a wider programme to improve connectivity and transport infrastructure across Herefordshire.
A separate tender process will be undertaken later this year to appoint the contractor responsible for delivering the full construction phase of the project.
