Balfour Beatty Secures £315m Warwickshire Highways Maintenance Contract


Balfour Beatty has secured a £315 million highways maintenance contract covering roads and street lighting across Warwickshire.


The contract has been awarded by Warwickshire County Council, Coventry City Council and Solihull Metropolitan Borough Council, extending a long-standing partnership that dates back to 2011.


The new agreement will run for seven years, beginning in Spring 2026 and continuing through to Spring 2033. An option to extend the contract for a further six years could increase its total value to £900 million.


Maintaining More Than 5,000km of Roads


The works will be delivered by Balfour Beatty Living Places, the company’s specialist division focused on local infrastructure services.


Under the contract, the team will maintain:


  • More than 5,000 kilometres of highways

  • Over 55,000 streetlights across the region

  • Routine and reactive road maintenance services

  • Cyclical infrastructure inspections and asset management


The award represents Balfour Beatty’s third consecutive term delivering highways maintenance services across Warwickshire.


Digital Systems to Improve Service Delivery


As part of the contract, Balfour Beatty Living Places will introduce an integrated digital operating model designed to improve planning, performance monitoring and service delivery.


The system will centralise operational data including planning, permitting and performance reporting, helping local authorities maintain oversight while also enabling future innovations such as AI-supported inspections, winter maintenance planning and reactive maintenance scheduling.


Supporting Local Employment


At peak delivery, the contract is expected to support around 160 jobs, including graduate roles and apprenticeship opportunities, contributing to skills development across the region’s infrastructure sector.


The continued partnership reflects strong performance across previous contract terms, with a focus on efficient asset management, collaboration with local authorities and delivering value for money for communities.
