£746m Westminster housing repairs and major works contracts go to market

Westminster City Council has launched a major procurement worth up to £746 million (excluding VAT) to deliver repairs, maintenance and major works across its 21,000-strong housing portfolio.
The programme represents one of the most significant housing maintenance procurements currently in the UK, covering a diverse stock that includes high-rise buildings, listed properties, and homes within conservation areas.
🏗️ Scope of the opportunity
The council is re-procuring its existing Term Partnering Contracts under a new Strategic Alliance model, based on the FAC-1 Framework Alliance Agreement.
The procurement will be delivered in tranches, with the first phase focusing on two key lots:
🔧 Lot 1: Responsive Repairs & Voids
💰 £346m (excl. VAT)
This contract covers:
Responsive and emergency repairs to occupied homes
Communal repairs across estates
Voids (bringing empty homes back to lettable standard)
Retrofit works across occupied and vacant properties
Resident liaison and support services
📅 Contract term:
Start: August 2027
Initial 5 years + extensions up to 10 years total

🏢 Lot 2: Major Works
💰 £400m (excl. VAT)
This lot includes:
Planned and cyclical major works
Capital improvements and component replacements
Large-scale repairs across housing stock
Delivery aligned to RIBA Plan of Work 2020

Start: January 2028
Up to 10 years including extensions
👉 Two contractors to be appointed
