£746m Westminster housing repairs and major works contracts go to market

Westminster City Council has launched a major procurement worth up to £746 million (excluding VAT) to deliver repairs, maintenance and major works across its 21,000-strong housing portfolio.

The programme represents one of the most significant housing maintenance procurements currently in the UK, covering a diverse stock that includes high-rise buildings, listed properties, and homes within conservation areas.

🏗️ Scope of the opportunity

The council is re-procuring its existing Term Partnering Contracts under a new Strategic Alliance model, based on the FAC-1 Framework Alliance Agreement.

The procurement will be delivered in tranches, with the first phase focusing on two key lots:

🔧 Lot 1: Responsive Repairs & Voids

💰 £346m (excl. VAT)

This contract covers:

  • Responsive and emergency repairs to occupied homes

  • Communal repairs across estates

  • Voids (bringing empty homes back to lettable standard)

  • Retrofit works across occupied and vacant properties

  • Resident liaison and support services

📅 Contract term:

  • Start: August 2027

  • Initial 5 years + extensions up to 10 years total

👉 Single contractor award

🏢 Lot 2: Major Works

💰 £400m (excl. VAT)

This lot includes:

  • Planned and cyclical major works

  • Capital improvements and component replacements

  • Large-scale repairs across housing stock

  • Delivery aligned to RIBA Plan of Work 2020

📅 Contract term:

  • Start: January 2028

  • Up to 10 years including extensions

👉 Two contractors to be appointed

📊 Procurement structure

The tender will follow a Competitive Flexible Procedure under the Procurement Act 2023:

  1. Initial tender submission (COP + ISIT)

  2. Dialogue stage with shortlisted bidders

  3. Final tender submission

  4. Contract award based on Most Advantageous Tender

⚖️ Evaluation weighting:

  • Quality: 60%

  • Price: 30%

  • Social Value: 10%

📅 Key dates

  • Clarifications deadline (Lot 1): 28 April 2026

  • Tender submission deadline (Lot 1): 18 May 2026

  • Estimated award: April 2027

(Lot 2 follows a later timetable through summer 2026)

🚀 Strategic opportunity

This procurement forms part of a wider transformation of Westminster’s housing delivery model, which will also include:

  • Planned preventative works frameworks

  • Specialist maintenance contracts (roofing, damp & mould, M&E)

  • Health & safety compliance contracts

  • Professional services frameworks

With long-term pipelines, alliance-based delivery, and performance-driven extensions, this is a major opportunity for contractors looking to secure consistent public sector work in London.
