The Liverpool City Region has been chosen to lead a major £85 million national construction pilot, aimed at transforming how the UK delivers housing and infrastructure.
Backed by UK Research and Innovation, the Industrialising and Digitalising Construction Challenge will test a new approach focused on digitisation and manufacturing-led construction.
A New Way of Building
The programme will introduce:
Standardised “kit-of-parts” systems for construction
A digital platform to source and certify components
A stronger focus on offsite manufacturing and modern methods of construction (MMC)
The goal is to speed up delivery of:
🏠 Social housing
🏫 Schools
🏥 Hospitals
🏢 Wider public infrastructure
Pilot Sites Identified
Initial testbeds will include developments from:
While specific schemes are yet to be confirmed, insights from these sites will help shape a national delivery model to be rolled out across the UK.
Driving Productivity & Supply Chain Growth
The initiative is designed to:
Improve build consistency and programme certainty
Strengthen UK supply chains
Boost productivity across the sector
Encourage investment in skills and manufacturing capacity
Industry collaboration will be key, with support from organisations including the High Value Manufacturing Catapult, alongside partners such as Jacobs, Atkins and the Offsite Alliance.
A Step Change for UK Construction
Leaders across government and industry have positioned the programme as a turning point for construction, bringing together digital technology and advanced manufacturing to tackle housing shortages and infrastructure demand.
If successful, the pilot could set a new benchmark for how projects are delivered nationwide—faster, more efficiently, and at greater scale.
