Homes England Advances Regeneration Plans for Carrow Works Site in Norwich

Homes England has taken a major step forward in the regeneration of the Carrow Works site in Norwich, unlocking plans for a new mixed-use neighbourhood.


The 17-hectare brownfield site, located close to the city centre and riverside, presents a significant opportunity to deliver a high-quality, sustainable urban community while preserving its distinctive industrial heritage.


Homes England will work in partnership with Norwich City Council and other stakeholders to develop detailed proposals for the site. Engagement with local residents, businesses and organisations will play a key role in shaping the future of the development and ensuring its heritage is carefully integrated into the new scheme.


Carrow Works forms part of the wider East Norwich Strategic Regeneration Area, which has been identified for the delivery of up to 3,500 homes. The masterplan also includes new employment space, public realm improvements and enhanced access to the surrounding waterways, including the Rivers Wensum and Yare, as well as nearby green spaces.


The regeneration is expected to play a central role in supporting housing delivery and economic growth in the region, transforming a complex brownfield site into a vibrant and well-connected neighbourhood.
