First Mayor’s Accelerated Housing Programme scheme submitted for planning in Bethnal Green


The first planning application under Tower Hamlets Council’s Mayor’s Accelerated Housing Programme (MAHP) has officially been submitted, marking a significant milestone in the borough’s drive to accelerate the delivery of affordable housing.


The proposals relate to a former Victorian school site in Bethnal Green and represent the first MAHP scheme to progress to the planning submission stage.


The wider programme aims to fast-track the delivery of up to 3,300 new homes across at least 37 council-owned sites throughout the borough, forming a major part of Tower Hamlets Council’s long-term housing strategy.


Designed by Matthew Lloyd Architects alongside Mace Consult and Sphere 25, the Bethnal Green development will deliver 44 new homes, with more than 60% designated as affordable housing.


The scheme has been designed with a strong focus on family-sized and accessible homes, helping support long-term housing needs within the local community.


The development will comprise two buildings, including the sensitive retrofit and extension of a late Victorian school building to provide 20 private tenure homes, alongside a new five-storey building delivering 24 social rent homes.


In addition to housing, the proposals also include more than 1,000 sq m of community space, incorporating a new Idea Store, Residents’ Hub and One Stop Shop providing direct access to local council services.


Flexible learning and community spaces are also planned throughout the development, designed to adapt to changing local requirements over time.


The proposals combine retained historic structures with contemporary additions, while the wider landscaping strategy aims to enhance biodiversity and improve public realm across the constrained urban site.


Tower Hamlets Executive Mayor Lutfur Rahman said the planning submission marks an important step in moving the Mayor’s Accelerated Housing Programme from strategy into delivery.


He said the programme is focused on accelerating the delivery of high-quality, council-led affordable housing while strengthening communities across the borough.


A planning decision on the Bethnal Green scheme is expected during summer 2026.
