Developers Invited to Bid for £10bn Old Oak Regeneration Scheme in West London

A major milestone has been reached on one of the UK’s largest regeneration projects, with development partners set to be invited to bid for the £10bn transformation of Old Oak in West London.
The Old Oak and Park Royal Development Corporation (OPDC) has agreed heads of terms with the Department for Transport and Network Rail to bring together around 70 acres of publicly owned land surrounding the future HS2 Old Oak Common station.
The agreement creates a single strategic development site, paving the way for a large-scale mixed-use regeneration scheme expected to deliver around 8,000 homes, 200,000 sq m of commercial and community space, major public realm improvements and approximately 11,000 jobs.
Located around the future Old Oak Common superhub — which will connect HS2, the Elizabeth line, Great Western Main Line and Heathrow Express services — the scheme is expected to become one of London’s most significant new commercial and residential districts over the coming decades.
OPDC is expected to launch a two-stage procurement process later this month to appoint a development and investment partner for the project, with a preferred bidder anticipated in spring 2027.
The wider regeneration programme follows significant land assembly activity across the Old Oak area, supported by Government funding to consolidate privately owned sites and create a unified development platform.
The future masterplan is expected to include:
New residential neighbourhoods
Commercial and employment space
Public parks and canal-side public realm
Community and social infrastructure
Major transport-led regeneration opportunities
Mayor of London Sadiq Khan described the agreement as a major step forward in unlocking housing delivery and economic growth across the capital.
Dame Karen Buck, Chair of OPDC, said the land agreement gives the market greater certainty and creates the opportunity for a long-term regeneration partnership capable of delivering a landmark new district in West London.
