Willmott Dixon awarded major Portcullis House lifecycle upgrade contract


The House of Commons has awarded a major building services contract to Willmott Dixon Construction for the lifecycle replacement of MEP systems at Portcullis House in Westminster.


The project will see the replacement and upgrade of life-expired mechanical, electrical and public health systems across the building, including heating, cooling, water, fire and ventilation infrastructure.


Procured via a call-off from a framework agreement, the contract adopts a two-stage delivery approach incorporating Early Contractor Involvement (ECI). This will enable detailed design development to RIBA Stage 4 before progressing into full construction works.


The contract commenced in December 2025 and is scheduled to run through to June 2029, reflecting the complexity and phased nature of the upgrade works within an operational government building.


The total contract value is approximately £58.9 million, with Stage 1 covering early contractor involvement and Stage 2 delivering the main installation and upgrade works.


The scheme forms part of ongoing investment into the maintenance and modernisation of key parliamentary estate buildings, ensuring long-term operational performance and resilience.
