VINCI Construction Appointed to Deliver Liverpool’s Landmark Pall Mall Development


Liverpool’s flagship Pall Mall regeneration project has reached another major milestone, with Liverpool City Council and Kier Property appointing VINCI Construction as the scheme’s design and build partner following a two-stage tender process.


The appointment moves forward one of Liverpool city centre’s most significant commercial developments after the project received backing through the Liverpool City Region Combined Authority’s £2bn Investment Fund, announced by Chancellor Rachel Reeves at UKREiiF earlier this year.


The first phase of the development will deliver high-quality, net zero carbon-enabled office space, new ground-floor retail units and around 0.5 acres of public green space, helping transform the Pall Mall area into a modern commercial destination.


VINCI Construction, part of the global VINCI Group, will work alongside Liverpool City Council and Kier Property to bring forward the scheme, which is expected to play a key role in attracting businesses, creating jobs and supporting long-term economic growth across the city.


The project forms part of Liverpool’s wider regeneration ambitions, with Pall Mall identified as one of the city’s priority developments under the Government’s brownfield-first approach to growth.


The contractor appointment will also be showcased at the Imagine Liverpool investment event in London, where city leaders will promote Liverpool’s growing pipeline of regeneration and commercial development opportunities to investors and industry partners.
