Portsmouth launches £75m coastal and flood works framework

Portsmouth City Council has launched a new £75 million Coastal and Flood Works Framework covering civil engineering, coastal defence and specialist beach management projects across southern England.
The framework is being procured on behalf of the Southern Coastal Group and SCOPAC and will replace the existing minor works agreement when it expires later this year.
Running from March 2027, the framework will operate for an initial four years, with the option to extend for a further two. It will be available to councils across Hampshire, Dorset, Sussex, Kent, the Isle of Wight, Somerset and Wiltshire.
The procurement has been divided into three lots covering minor coastal and flood works, larger civil engineering schemes and specialist beach management services.
Projects delivered through the framework could include sea wall repairs, groynes, revetments, flood embankments, harbour works, drainage, piling, rock armour, beach replenishment and emergency coastal response works.
Individual call-off contracts are expected to range from smaller maintenance packages worth tens of thousands of pounds through to major coastal defence schemes valued at more than £5 million.
Up to six suppliers could be appointed to each lot, with contractors split between a main delivery tier and a reserve tier. Work will generally be awarded through mini-competitions, although direct awards may be used for urgent, specialist or repeat requirements.
Interested contractors must submit their requests to participate by 14 August 2026, with the framework expected to be awarded in February 2027 ahead of its March start date.
