KBS Maritime launches £3.5m–£5m Penstock Replacement Programme at Portsmouth Naval Base


KBS Maritime has issued a major live tender for the replacement of penstocks at B Lock within Portsmouth Naval Base, with an estimated contract value of £3.5m–£5m.


The works form a critical marine infrastructure upgrade, replacing ageing cast iron penstock systems controlling seawater flow between the harbour, basin and dry dock facilities.


The contract is being procured under a restricted procedure and is suitable for experienced SME contractors with proven marine infrastructure capability.


🏗️ Scope of works includes:


  • replacement of 10 penstocks across 6 chambers

  • works at depths ranging from approx. 8m to 18m

  • replacement of existing cast iron door systems

  • installation of new shafts, wedges, door nuts and brackets

  • platforms, ladders and access systems

  • actuation systems and associated road plates

  • full marine environment installation works

Contractors must be able to demonstrate:

  • proven penstock replacement experience in marine environments

  • design, manufacture and installation capability

  • full CDM compliance and site management systems

  • strong health & safety performance record

  • minimum 5 years’ relevant marine sector experience


The programme is scheduled to commence in Q4 2026, with completion expected by February 2030.
