Hill Partnership awarded £61m Enfield housing contract via NHG framework

Enfield Council has awarded a £61 million contract to The Hill Group for the delivery of new homes at the Upton and Raynham Estate in London.
The contract was procured via a call-off from the Notting Hill Genesis Development Contractors Framework, following a mini-competition process.
The works will include the completion of detailed design (RIBA Stages 4 and 5) alongside the construction of a mix of apartments and houses, forming part of a wider estate regeneration programme in the borough.
The contract commenced in February 2026 and is scheduled to run through to November 2028, reflecting a multi-phase delivery programme.
The Upton and Raynham scheme forms part of Enfield Council’s ongoing housing strategy to increase the supply of new homes across the borough, with regeneration of existing estates playing a key role in unlocking new residential capacity.
Framework-led procurement continues to be a common route for local authorities and housing associations delivering large-scale residential schemes, enabling faster contractor appointment and streamlined delivery.
