ESPO launches £16.7m highways materials framework for Leicester and Leicestershire

ESPO has launched a £16.7m framework for the supply of asphalt, aggregates, surface dressing materials and ready-mixed concrete to Leicestershire County Council and Leicester City Council.
The four-year framework is scheduled to run from 3 November 2026 to 2 November 2030 and has an estimated value of £16.67m excluding VAT.
The procurement is divided into four lots covering:
Asphalt materials
Stone, aggregates and topsoil
Surface dressing chippings and reprocessing
Ready-mixed concrete
Suppliers appointed to the framework will provide materials for delivery across Leicester and Leicestershire, with provision also made for councils and their subcontractors to collect smaller loads.

The asphalt lot will include roadstone, coated road materials, bitumen and road maintenance products, while the aggregates lot will cover gravel, sand, crushed stone, granite, sandstone, limestone and topsoil.
A separate lot for Leicestershire County Council will cover surface dressing chippings, including the supply of different Polished Stone Value grades and the potential washing and storage of recovered chippings.
The fourth lot covers ready-mixed concrete and associated construction materials.
Call-off contracts may be awarded either directly or through further competition between appointed suppliers.
Tenders will be evaluated on an 80% price and 20% quality basis, with submissions due by 9 September 2026. An award decision is expected in October 2026.
