AtkinsRéalis and Turner & Townsend Appointed to Support Heathrow Expansion Programme


AtkinsRéalis and Turner & Townsend have been appointed by Heathrow Airport Holdings to deliver Portfolio Management Office (PMO) consultancy services as part of the airport’s long-term infrastructure expansion programme.


The appointment marks a key step in supporting Heathrow’s plans to modernise and expand the UK’s busiest airport, including preparations for the proposed third runway development.


The PMO consultancy framework will run for an initial five-year period, with the option to extend for a further five years, providing programme and project management support across Heathrow’s wider infrastructure portfolio.


Supporting Heathrow’s Long-Term Expansion

The appointment forms part of Heathrow’s long-term vision to increase capacity, modernise infrastructure and strengthen the UK’s global connectivity.


A central element of the expansion programme is the proposed 3,500-metre third runway, a project estimated to represent around £33bn of investment.


Once delivered, the expansion could:

• Introduce at least 30 new daily routes

• Enable up to 150 million passengers per year

• Increase capacity to around 756,000 flights annually


Strategic Joint Partnership


To support the programme, AtkinsRéalis and Turner & Townsend have formed a strategic joint partnership, combining programme management, delivery oversight and project controls expertise.


The partnership will establish and operate Heathrow’s expansion PMO, providing integrated delivery support across the programme while coordinating project governance, reporting and planning.


Both organisations bring significant experience delivering major UK infrastructure programmes, including previous work with Heathrow and major transport projects.


The collaboration will focus on enabling effective programme management structures to support Heathrow as it progresses planning applications and prepares for the next stages of expansion.
