£455m housing retrofit and planned works framework gets underway in Wales

Procurement for Housing Cymru’s £455m Decarbonisation, Retrofit and Planned Works Framework is scheduled to commence today, creating a major programme of housing improvement work across Wales.
The framework has an estimated value of £455m excluding VAT and is designed to support social landlords with decarbonisation, energy efficiency and planned investment programmes. Its published programme gives a start date of 10 August 2026, initially running until August 2028 with an extension option through to August 2030.
The procurement covers a broad range of works including solar PV, insulation, air-source heat pumps, whole-house retrofit, kitchens and bathrooms, roofing, windows and doors and wider planned property improvements.
The framework is intended to provide Procurement for Housing members with a compliant route for delivering both individual energy-efficiency measures and larger coordinated improvement programmes across existing housing stock.

The programme comes as housing providers continue to increase investment in the energy performance and condition of existing homes, combining traditional planned maintenance with low-carbon technologies.
The framework has been developed specifically for the Welsh market and represents one of the largest current procurement programmes covering housing retrofit and planned investment works in Wales.
